Apply for the Latvian state scholarship for international students 2025/2026
State Education Development Agency (SEDA) welcomes citizens from eligible countries to apply for Latvian state scholarship for studies in 2025/2026 academic year.
Application procedure runs from 1st February 2025 to 1st April 2025!
The amount of the Latvian Scholarship for Studies is:
- 500 euros per month for Bachelors and 2nd-level professional higher education students;
- 600 euros per month for Masters students (starting from the 4th year of studies);
- 700 euros per month for PhD students.
The Latvian Scholarship is granted for a period of*:
- up to 10 months for Bachelor’s and Master’s degree studies;
- up to 11 months for PhD studies.
I. Application eligibility and criteria
The Latvian state scholarship is available to citizens of 28 countries that have either signed an agreement with Latvia or offer scholarships to Latvian citizens. Please check the list of eligible applicants below to determine if you qualify, and proof check here: ELIGIBLE APPLICANTS.
Applications for bachelor’s and first-level professional higher education studies will be accepted from students who have completed at least one academic year (either at their home higher education institution or a Latvian higher education institution) within the current application timeframe.
If a student wants to continue their studies in Latvia for one more year, they have to re-apply for the Latvian scholarship. The Latvian scholarship can be awarded not more than for two consecutive terms to one individual.
The academic year in Latvia lasts from 1st September to 30th June.
II. Application procedure
(open from 1st February 2025 to 1st April 2025)
Step 1. Submit the following set of the documents:
- Copy of the ID or passport
- Copy of English language certificate
- Copy of the most recent HEI diploma
- Copy of the transcript of records for the last study year
- CV
Documents can submit to the Study Information Department (SID) Student personnel records specialist Olga Pankova, via e-mail olga.pankova@ba.lv or to Admission Department admission@ba.lv.
Step 2.
The Staff will prepare a confirmation letter and approve a study plan for the respective applicant only after the pre-evaluation of the received documents. For students, who already study in BA School of Business and Finance, the staff will prepare a confirmation letter and academic transcript.
Step 3.
After receiving the documents from the School an applicant has to register in the system and make a profile with a unique login and password. Fill an application form online and attach all necessary documents mentioned in infographic from the left.
NB! All documents that are not in Latvian or English must be translated into either Latvian or English.
NB! Incomplete applications will not be considered.
III. Financial aspects to consider
- All study programmes in English at Latvian higher education institutions are not free of charge.
- The Latvian scholarship holder can use the scholarship to cover the tuition fee, accommodation or meals.
- Please take into account that the amount of the scholarship is not high enough to cover all expenses in Latvia.
- In limited numbers the host higher education institution provides the scholarship holder with a place in a students’ dormitory or a guesthouse.
- The Latvian scholarship cannot be awarded concurrently with other scholarships.
- Scholarship holders are required to make their own arrangements for insurance coverage.
- Scholarships for applicants from one country may not exceed 10% from the total grant amount for study scholarships.
IV. Results and useful information
All candidates will receive an official decision sent by e-mail in June 2025 and will be available on the profile of the candidate on the online application system.

- The Latvian state scholarship shall be granted according to the Cabinet Regulation No. 68 “Procedures for Granting Scholarships to Foreigners” (in Latvian – “Stipendiju piešķiršanas kārtība ārzemniekiem”), adapted 24 January 2012.
